Title VI of the Civil Rights Act prohibits discrimination by agencies
receiving federal funds. In the last few years, the environmental
justice movement has increasingly relied on Title VI to challenge state
decisions which result in disparate environmental impacts to low-income
and minority communities. Recently, USEPA has been developing guidelines
to help implement Title VI.
Join us for a discussion about the role that Title VI can play in pursuing
environmental justice.

Keith Harley, an attorney, has represented community groups in environmental
cases for ten years. He recently brought the first two Title VI complaints
in Illinois.

Georgetown University Law Center
Professor Richard Lazarus is a renowned environmental law scholar and
is currently serving on the Title VI Implementation Advisory Council of
the U.S. Environmental Protection Agency.

Alan Walts is an EPA attorney who enforces environmental laws and counsels
Region 5 on its environmental justice policy.
