Workshop A      Joint Ventures: Tax Issues and Implications of the Redlands
                             Case
Participation by tax-exempt organizations in joint ventures with for-profit participants has recently become the subject of intense debate and scrutiny. The IRS has addressed the issue in Revenue Ruling 98-15 and the Ninth Circuit will be addressing the issue on appeal from the Tax Court decision in Redlands Surgical Services v. Commissioner.  This workshop will provide an in depth review of these recent developments and a critical discussion of their implications for joint ventures, management  agreements and other arrangements between exempt and proprietary participants.  Practical planning suggestions for pursuing such arrangements without jeopardizing exemption and generating unrelated business income tax liability will be explored.
Bernadette M. Broccolo,  Gardner, Carton & Douglas
Ray Cano,  Revenue Agent,  IRS, Austin, TX
Workshop B      Accounting Update–Year 2000 Issues
This session will provide an overview of a standard and statements of position (SOP) impacting not-for-profit organizations.  The new standard discusses the transfers of assets between a not-for-profit that raises or holds contributions and another related beneficiary organization and follows the Exposure Draft issued in a prior year.  The two new SOP’s address joint activities and start-up activities. The session will discuss these new requirements and will also present charitable split dollar life insurance policies and IRS scrutiny of such transactions. Finally, technical practice aids questions and answers that affect not-for-profits will be discussed and an update on the FASB consolidation project- exposure draft will be presented.
John Quinn, Clifton Gunderson L.L.C.
