The Aging of the American Workforce
This year's Piper lecture will examine America's approach
to its older workers over the past 50 years and likely future
directions in light of a workforce that will age even without
appreciable increase in participation rates. Will employers
face labor and skills shortages that prompt them to find
ways to attract and retain older workers? If so, will the
available jobs appeal to older workers? What types of legal
and institutional barriers do workers face in their search
for employment and employers face in any efforts to hire
and retain older workers? Dr. Rix will focus her presentation
on these and other challenges facing an aging America and
on the shared responsibility of government, business, labor
and workers in guaranteeing a productive workforce and promoting
equitable opportunities for workers of all ages.
Sara E. Rix
Senior Policy Advisor
Public Policy Institute of AARP
Sara E. Rix is a senior policy advisor with the Economics
Team of the Public Policy Institute of AARP, where she focuses
on the economics of aging, labor force and demographic trends,
employment and retirement policy, and older worker employment
issues. She has written and spoken extensively on the older
workers, an aging society, and aging issues for over 25
years. She has been involved in numerous national and international
activities that focus on the problems of, and prospects
for, an aging world.
Rix is a member of the Program Advisory Group of the International
Longevity Center and the Review Panel of Outside Scholars
and Practitioners of the University of Michigan's Retirement
Research Center; serves on the board of the Society of Government
Economists; and is a fellow of the National Academy of Social
Insurance, the Gerontological Society of America, and the
Royal Society for the Encouragement of Arts, Manufactures
and Commerce. Before coming to AARP, she was director of
research for the Women's Research and Education Institute
(WREI), a nonpartisan, policy-oriented research organization
in Washington, DC. Dr. Rix graduated with honors from Boston
University, and received an MA and Ph.D. in sociology from
University of Virginia.
David D. Kadue

David D. Kadue has been a partner in the Los Angeles office
of Seyfarth Shaw since 1988. His practice emphasizes the
defense of wrongful termination actions, wage-hour actions,
and employment discrimination actions, including class actions.
He also advises employers with respect to employment contracts,
employment policies, employee handbooks, and investigation
of alleged employee misconduct. Mr. Kadue has taught law
at the University of Miami and at Southwestern University
School of Law.
He served as a law clerk to Judge Roy L. Stephenson of the
Eighth Circuit Court of Appeals and to Judge George E. MacKinnon
of the D.C. Circuit Court of Appeals.
Mr. Kadue graduated with honors from Yale University and
the University of Minnesota, where he edited the Minnesota
Law Review. He has co-authored numerous publications, including
AGE DISCRIMINATION IN EMPLOYMENT LAW (BNA) (2003), SEXUAL
HARASSMENT IN EMPLOYMENT LAW (BNA) (1992 & Supps. 1997,
1999), PUBLIC EMPLOYEE PRIVACY: A LEGAL AND PRACTICAL GUIDE
TO ISSUES AFFECTING THE WORKPLACE (ABA 1995), and PRIMER
ON SEXUAL HARASSMENT (BNA 1992).
Shaun O'Brien
Assistant Director for Social Policy
AFL-CIO Public Policy Department
Shaun O'Brien is Assistant Director of the AFL-CIO's Public
Policy Department. He participates in the development of and
oversees staff work on AFL-CIO policies related to retirement
income, health care benefits, unemployment insurance, job
training, labor standards and working women's issues. He previously
served as a Senior Policy Analyst at the AFL-CIO with a focus
on retirement income policy. Before joining the AFL-CIO in
1997, he worked as a Staff Attorney with the Washington, D.C.-based
Pension Rights Center. Mr. O'Brien received a BA degree, summa
cum laude, from American University and a JD from Cornell
Law School.
The Kenneth M. Piper Endowment
This lecture is funded by the Kenneth M. Piper Endowment,
established by a gift from Mrs. Kenneth M. Piper in memory
of her husband.
Mr. Piper was a distinguished executive with Motorola,
