Adjunct Faculty Biographies

William C. Kling

William C. Kling received his B.A. degree in Economics from the University of Colorado and his J.D. degree from Illinois Institute of Technology-Chicago Kent College of Law. During the early and mid-80s, he worked as an urban planner for Lake County, Illinois, where he was involved in long-range solid waste, storm water and comprehensive planning. He also served on the interdepartmental petition review committee to review and approve zoning and subdivision requests. He was a member of both the Solid Waste Advisory Committee and the Storm Water Advisory Committee.

Since then, he has provided advice and counsel to educational institutions, both in the board room and the court room, as a private practitioner and as in-house counsel at a community college. He has extensive experience in all aspects of school governance including labor and employment, student discipline and special education; board governance issues; finance and bidding; and construction law. He also held the position of administrator-in-charge of the Department of Safety and Security at Waubonsee Community College in Sugar Grove, Illinois.

In addition to his corporate representation of school districts and community colleges, Mr. Kling serves as Consortium Counsel for the South Cook Education Consortium, a coalition of elementary school districts on the southern urban fringe of Chicago. In that capacity, Mr. Kling has worked with the member-districts to secure funding for initiatives including technology enhancement, whole family education, and targeted student skills development.

Mr. Kling is active in many professional development activities. He is a perennial speaker at the Illinois Community College Council of Administrators annual conference; and he has spoken at superintendents, presidents, board member, and trustee workshops; the American Association of Community College Trustees annual conference, and the National Instructional Telecommunications Council annual conference. He has co-authored three chapters in the Illinois Institute of Continuing Legal Education's, Illinois School Law: "Special Education;" "Student Rights and Responsibilities;" and "Environmental Laws Affecting School Districts and Community Colleges," and authored a chapter entitled "Community Colleges." He recently authored an article entitled "Coming Together to Address Student Aggression and School Safety," which was published in the Spring 2000 issue of the Illinois Public Employee Relations Report.

Mr. Kling is an adjunct professor of law at IIT-Chicago Kent College of Law, where he teaches a course he developed entitled "Legislative Advocacy." He is also active in a number of bar associations, including past chair of the Chicago Bar Association School Law Committee, as well as a member of community groups. He presently serves as an officer and board member for Giant Steps-Illinois, a private therapeutic day school serving students with autism, and chairs his local Parent Teachers Association's Legislative Committee. He was also a founding member of the Illinois Community College Board Center for Policy Development Advisory Committee, and chaired the Committee's Workforce Working Group.
