Electricity Deregulation
The Illinois Commerce Commission and Unicom, Inc. co-sponsored
with ISLAT a workshop on "Reinventing Electricity Markets,"
on June 18, 1999. Chicago-Kent Professor Fred Bosselman,
in consultation with IIT Max McGraw Professor of Energy and Power
Henry Linden, focused the workshop on the interface between state
and federal regulation of the market for electricity. The
workshop analyzed the potential methods for coordinating regional
transmission networks, the extent to which the reliability of
the system is being maintained, and the issue of whether additional
federal legislation would help or hurt.
In addition, the Illinois Commerce Commission has asked that
ISLAT pursue other projects relating to the regulated industries.
After a number of meetings of an interdisciplinary task force
of faculty members, Professor Bosselman is exploring with potential
sponsors a project to analyze the potential legal, economic, and
technological impacts of the increasing use of even smaller and
more efficient electric generation units that do not need centralized
locations ("distributed generation.") The Commission
is also interested in fostering research in telecom regulation.
Based on the relationship ISLAT has forged with the Illinois
Commerce Commission, the Commission will be instituting a special
externship program for Chicago-Kent students in the Hearings Division
and the General Counsel's office at the ICC.
