I believe that it may be true that Congress lacks power to regulate commercial law, because of the UCC. I believe that the UCC governs commercial law. The issue of commercial law didn't matter in Justice Brandeis' decision, he just used it as an example of how federal courts lacked power of general common law in all areas of law.
