Judge Story calls the laws, decisions of the local tribunal.  They receive higher standards than the decisions 
of courts because decisions of courts are not final decisions.  They don't stand tall and strong.  According to 
Judge Story, they are often re-examined, reversed, and defective often.  The laws of the states, on the other 
hand, are local customs with the force of laws, and come from legislative authority.
