FAA rule #1: “fuel quantity must be sufficient to fly for 1 hour after arrival at destination”

FAA charge: pilot violated rule because FAA inspector measured quantity upon arrival at ramp at destination: 5 gal & can’t fly for one hour on 5 gal.

Pilot’s testimony: “I can and would fly at exactly 70 knots to the alternate”

Aeronautical engineer introduces chart [on Website] to show gal/hr

Flight instructor testimony: “The airplane would be hanging on the edge of a stall at 70 kts; no one could fly at 70 kts for an hour.”

What FAA rule #2 would simplify all this?
