Federal statute:

§ 1 The provost marshal of any naval, military or air base may impose a civil money penalty of up to $10,000 on any person who engages in disorderly conduct on, above, or near that base when such conduct disrupts or threatens to disrupt military operations.

§ 2 Such civil penalty shall be enforced by any United States District Court through a writ of execution, attachment or garnishment against any property interests of the person cited.

§ 3 In such enforcement proceeding the order of the provost marshal is conclusive as to law and fact.
