Note that U.S. Const. contains two independent prohibitions:

1. Nor shall any state deprive any person of life, liberty or property . . .[privilege]
2. Nor shall private property be taken for public use . . .[privilege]

Is “deprive . . . property”= “property . . . be taken”?
